Eligibility Criteria

Aspiring candidates must ensure they meet the following eligibility criteria before applying:

Educational Qualification:
  • Minimum 10+2/XII or its equivalent. 
  • Proficiency in computer type speed at 35 w.p.m. in English OR 30 w.p.m. in Hindi. (35 w.p.m./30 w.p.m. correspond to 10500 KDPH/9000 KDPH on an average of 5 key depressions for each word). 
  • Proficiency in using computers as per the prescribed norms fixed by DOPT/CSIR from time to time. 

Age Limit:
  • The upper age limit for all posts is 28 years as on the last date of submission of the online application (May 31, 2025). 
  • The minimum age for applying is 18 years as on the last date of submission of online application. 
  • Age relaxation is applicable for reserved categories as per extant Government of India/CSIR rules:
  1. SC: 5 years (for reserved posts) 
  2. OBC (Non-Creamy Layer): 3 years (for reserved posts) 
  3. Widows, Divorced Women, and Women Judicially separated from Husbands (not re-married): Up to 35 years (up to 40 years for SC members). Documentary evidence is required. 
  4. Persons with Benchmark Disabilities (PwBD): 10 years (15 years for SC, 13 years for OBC), subject to the condition that the maximum age does not exceed 56 years. This relaxation is admissible even if the post is not reserved for PwBDs, provided the post is identified as suitable and the disability is a minimum of 40%. 
  5. Ex-Servicemen: As per Government of India/CSIR Instructions. 
  6. Departmental Candidates (CSIR Employees): No age limit, provided they possess the prescribed qualifications. 
  7. No age relaxation for applicants under employment of Central Government/State Govt. / Autonomous Bodies (unless applying through proper channel as CSIR employees).

Salary and Benefits

Selected candidates will be placed in Pay Level 2, Cell-1 of the Pay Matrix as per the 7th CPC. 

In addition to the basic pay, employees are entitled to:

  • Usual allowances such as House Rent Allowance (HRA), Transport Allowance (TA), Dearness Allowance (DA) at Central Government rates. 
  • Leave Travel Concession (LTC). 
  • Reimbursement of Medical Expenses (as per CGHS/CSMA Rules). 
  • Residential accommodation, subject to availability, as per CSIR rules. 
  • Excellent opportunities for career advancement under CSIR Administrative Services Recruitment & Promotion (ASRP) Rules, 2020. 
  • All new entrants will be governed by the “New Pension Scheme” applicable w.e.f. 01.01.2004. However, those selected from other Government Departments / Autonomous Bodies / Public Sector Undertakings / Central Universities having a pension scheme on GOI pattern and currently under the Old Pension Scheme will continue under it, if applied through proper channel. 

Selection Process

The selection process for the Junior Secretariat Assistant posts will involve a competitive written examination and a proficiency test in computer typing.

Scheme of Competitive Written Examination:

The written examination will consist of two papers (Paper-I and Paper-II). 

  • Mode of Examination: OMR Based or Computer Based Objective Type Multiple Choice Examination. 
  • Medium of Questions: English and Hindi (except for the English Language section). 
  • Standard of Examination: 10+2/XII. 
  • Total No. of Questions: 200. 
  • Total Time Allotted: 2 hours 30 minutes. 

Paper-I (Qualifying in Nature – Time Allotted: 90 Minutes)

Proficiency in Computer Typing Test:
  • This test will be qualifying in nature. 
  • Candidates must achieve the prescribed speed: 35 w.p.m. in English OR 30 w.p.m. in Hindi. 

Merit List Preparation:
  • The merit list will be prepared based on the marks obtained in Paper II. 
  • Only candidates who qualify the proficiency test in computer typing will be included in the merit list. 
  • In case of a tie in marks from the written examination, a specific methodology will be followed (e.g., candidate with lesser negative marks, older candidate, candidate acquiring essential degree earlier, alphabetical order of first names). 

The final selection will also involve document verification.


Important Notes for Application:

  • Ensure your prescribed educational qualifications were obtained from a recognized University/Institution/Board, and the final result was declared on or before May 31, 2025. 
  • If your certificates are in a language other than Hindi or English, submit a duly attested transcript. 
  • Convert CGPA/SGPA/OGPA grades to percentages as per your University/Institute’s formula. 
  • Candidates employed in Government Departments/PSUs/Autonomous Bodies should apply through the proper channel or submit a No Objection Certificate (NOC). 
  • Incomplete applications or those received after the due date will be rejected. 

Application Fees

  • General/OBC/EWS Candidates: ₹500/- (Non-refundable). 
  • SC/ST/PwBD/Women/CSIR Employees/Ex-Servicemen: Exempted from payment of application fee. 
  • Payment must be made online. No other mode of payment (DD, Challan, Postal Orders, etc.) will be accepted.
